For people working on their spiritual growth, there may come times when they hear a high pitch sound. The sound is their personal frequency changing. It usually signifies that they have made a decision or something came to action that is raising their frequency and taking them to another plane.
Twin flames, or others who are spiritually working together, sometimes hear this at the same time because they are taking spiritual steps together. If one person hears it and the other does not, it may be for some aspect of life that just pertains to one of them.

You are partially correct that hearing a high frequency sound “(is a) decision or something came to action that is raising their frequency and taking them to another plane.” If you will permit/allow – there are several other causal factors upon hearing high frequency sound: 1. Changes in the frequency of the planet; 2. shifts in the rising frequency of local and global realities; 3. frequencies related to the shifting of tectonic plates that may or may not lead to earthquakes; 4. cell phone, WiFi and EM (Electromagnetic) pollution; 5. experimentation from HAARP; 6. neurological dysfunctions. Numbers 4,5 and 6 can be counteracted / healed via interdimensional healing techniques that while done once need monitoring and maintenance and/or transcendence to higher plane of consciousness.
